Great Scott !! Will County (Joliet, Naperville, Tinley Park), where I was Planning Director, has been spying on their citizens using aerial photography.
I did also back in the day. We never ticketed anyone for an unpermitted structure, but I did impress farmers when they called in about their property and I looked up their land on an aerial while we talked and told them their drain tiles ran north and south about 100 feet apart. They were sure I was spying on them.
